Access Runtime fails to install

I've a AXP db with WinXP SP1 which have been working fine
for weeks. We buy 2 new pc's with WinXP SP2 and now setup
gives the message

"The Office System Pack cannot be installed on this
system because the languages are not the same. Install
the Office System Pack for the appropriate language on
your computer. For assistance, contact your application
provider." Its not true, on the face of it. The
languages are the same. I installed WInXP SP2 on the
developer pc. No go. I'm stuck, suggestions please.

It there a registry setting that controlling the job?

Dear Johnb,

I have had this problem before.

When you create an install program using the Packaging
Wizard, it asks you for the language. I found that if you
select "English" there it really is english US. So I have
my users go to the "Regional Settings" on the "Control
Panel" and set the language there to English US. Install
the program and then change it back to what ever language
setting they have been using before. This seems to have
fixed the problem.
