Access "switch" to change Access install to Run time only.

I was told that there was a switch that enables the
installation of Access 2003 (as part of the XP Office
Professional Suite) to be "switched" to change Access
install to be Run time only without having to install XP
Office Standard. If this is true can someone tell me how
to accomplish this switch.
