Access the contents of an OST file?

Users old laptop from previous company completely died but was able to
recover the OST file.

How do I extract the contents of the OST and migrate to his new domain
exchange account or PST file?

Officially, you don't.

Unofficially, you look for something called ost2pst and hope it works. And
if it doesn't work... it doesn't work.
