Access to VWNOTIFY

My IS guy tried to access the VWNOTIFY to change the
setting but he gets an access denied message: Operation
could not be completed. Access is denied.

This was at 9pm when nobody was on the server and he has
administrative rights.

Anyone know why he could not access it?

If you're trying to change to process priority, I'm fairly certain that you
need to do this in the registry.
