No, there's not. There IS a snapshot viewer that allows people to view
reports saved as snapshots. You can also install the runtime edition of
access (available with the developer's edition) to allow other users to use
Access without full version.

Yes, but it is not free.
It is only available from developers who have paid the licensing fee. They
may distribute it with copies of their application.

Well (since we're brainstorming alternative lifestyle ideas), you could
install a pdf printer-driver, print to that driver, and then distribute the
pdf.
Although Adobe are the originators of pdf, there are several alternate pdf
printer-drivers on the market. Don't ask me what.
