Access won't start

Trying to open Access 97 Pro (new install) and getting
the error "Microsoft Access can't start because there is
no license for it on this machine."

I have seen this before - but can not remember how to fix
it...
Access is the only 97 product loaded on this machine
Office XP Pro Word, Excel and Powerpoint are loaded but
NOT Access XP the OS is XP Pro
