Access XP First Use Error

After installing Office XP, Access opens with the following message and
cannot be used at all. Access 97 was removed prior to installing the new
version.

"A problem occurred while microsoft access was communicating with the OLE
server or ActiveX control. Close the OLE server and restart it outside of
Microsoft Access. Then try the original operation again in Microsoft Access."

Any ideas? Thanks.

This can be caused by Norton Antivirus "Script Blocking". If you have this,
turn off the script blocking.

I think it can also be caused by DAO not being properly registered. Try:
Regsvr32.exe <path>DAO360.dll
(especially if a PC has or had multiple versions on it, and if it's a startup
problem, which suggests the actual message is a "phantom")

Complete removal and installation (NOT reinstallation) can also be worth a
try, if no cause is known.

Tried un-register/re-registering the dll along with complete uninstallation
and reinstallation without success. It did have two instances of Office
installed.

I am having an script error when trying to open services.msc. Maybe this is
related?
