In access xp and access 2003 even there is a autoexec macro that open's a
form
user can see tables, queries ... with out pressing shift key

Correct. The autoexec macro opens the form automatically. But that
doesn't stop the user from closing that form, and thus returning to the
normal Access user interface - from which he can freely view & edit the
tables, queries, forms, macros, reports & modules in that database.

What exactly do you want to stop the users from doing?

Then you'll have to turn off the various startup properties. I don't
have Access 2000 or 2003 here to check, but I would have thought that
the process was much the same in both versions. Tools : Startup, no?
