Access XP Runtime Installation Problem

I have developed an Access XP application and made a Runtime version using Office XP Developer. File being packaged is an .mde file with custom Help. The Runtime Packaging Wizard (with SP-1) seems to complete successfully but at the conclusion, it starts an installer which says, "Please wait while Microsoft Help 2 Preview is configured. The box then looks like it's loading but then starts again and again and... I then get a message that mshelp2.msi cannot be found. Clicking OK brings message that says "Runtime-error 429 - ActiveX component can't create object.

When I do a search for mshelp2.msi, nothing is found. In Control Panel - Add/Remove Programs, Microsoft Help 2 Preview shows up but trying to run a search for it comes up empty. Also I have a folder in C:\Program Files\Help 2.0 SDK that contains .hxc, .hxt, .hxk (several), .HxI, .HxS files but no .msi


I don't know where this .msi came from or where it went. I used Packaging Wizard before adding SP-1 without this isuue but I've got it now. Is there somewhere I can go to download it and, if so, will this solve problem
