Access2002 SP3 and Access 2002 SP3 runtime conflict

Helo guys,
I'm having big trouble here and don't seem to find a solution accept search
pages on internet say there is a problem and no fix.

This is the problem.
I removed the Acess2002 SP3 from number of machines using GP and installed
Access 2002 SP2 Runtime. This upset the database and can not open the db
files.
I went back remove the runtime and install the Full Access and it can't open
data bases. The access.exe fires up and db can be opened from with access
but can not be from the shortcut or by double-click.

Now the bottom line is I want to remove the Acess2002 and install
runtime2002. Has anyone has any similar problem and got a solution.
