Access97 - Read-Only user opens DB, No other can open

When a user opens the Access97 database who has read-only
rights, the user(s) with Read/Write access can not open
the database. Any ideas why???

Users need modify permission (read, write, create, delete) on the folder in
order to create the associated ldb file. If the first user in doesn't have
the create permission, the ldb can't be created and the mdb is opened
exclusively.
