Accessibility -headers dim with high contrast color scheme

I have a visually impaired user who uses the Windows
XP "High Contrast #1" color scheme under Control
Panel/Accessibility options.

When using Word XP, the headers and footers are too dim
for him to see. Everything looks to be working ok, I can
see the headers/footers as dimmed text, but they are not
bright enough for him to distinguish against the black
background.

It appears that the headers and footers simply use
a "dimmed" version of the text color, I cannot seem to
adjust the color of the header/footers only.

I am looking for a way to make the headers and footers
brighter on the screen. Any ideas?
Is there a specific newsgroup for accessibility issues?

Hi Doug,

Unfortunately the first version of Word that shows
text colors in the Header/Footer layer when you're
working in the text layer rather than the
Header/Footer area is Word 2003.

The layer that does not have focus is intentionally dimmed.
You may want to experiment with some different
accessibility settings to see if there is an improvement.
