accessing extranet URL prompts for Windows Acct info

Is this normal?
I seem to remember in the early stages of my
implementation that accessing the website from outside our
intranet took you to the welcome screen if you cancelled
out of the prompt for windows acct info.

Now, you are immediately prompted for Windows account
info, and cancelling takes you to a "cannot access this
page" error page.

I like what I remember much better than what I am
currently experiencing and would like to get it back!

Can anyone help?

I think I found the problem, which by the way only existed for users
authenticating through a web account, not through a Windows account.
If the extranet address is added to the trusted sites zone in IE
(Tools|Internet Options...|Security tab) then the windows account popup
stops popping up (IOW, you are taken directly to the welcome screen).
