I recently purchased a new Dell PC with Microsoft Office Basic 2003. When I
try to access Outlook, the initial Outlook Screen appears with a smaller box
titled "Configering Outlook". These screens become frozen and do not allow
me further access. I have tried to reinstall Microsoft Office Basic 2003 but
halfway through the reinstall, I get error message 1311 and then have to exit
the reinstall program. What do I need to do to access Outlook?
