I'll give it a try. Active users represent resources in the Enterprise
Resource Pool who work on projects. Active users also represent those who
do not work on projects but do work with Project Web Access, such as your
executives. The term "active" means that the person currently works for
your company, or currently does contract work for your company, and needs to
use the Project Server system.
When a user leaves your company, you can set his/her user account to
Inactive, indicating that he/she is no longer eligible to work in projects
or to use the Project Server system. After you set a user account to
inactive, your project managers should reassign uncompleted work from the
inactive resource to an active resource. Hope this helps.
