Accumulated paragraph space

I am accustomed to the situation where the largest para space value rules, ie
if one para ends with 3pt space and the next starts with 6 pt, the total will
be a 6 pt gap. But recently I received a document where the space values
added, resulting in 9 pt space in the example above. How do you control this
behaviour, that is, swap between what seems to be two different modes? I run
Word2000

On the Compatibility tab of Tools | Options, be sure that "Don't use HTML
paragraph auto spacing" is not checked.
