Action Failed for email

Hi -

I have a db with a macro set up to send an email to an agency containing an
Excel attachment - set to Query, query name, Microsoft Excel, email address,
and edit message "yes". The email is set up to run from a form with a radio
button to choose the correct spreadsheet and a command button to view the
email in preview mode. The vba on the command button is: DoCmd.RunMacro
"mcrEmailConsumerReport.ODAReport"

This runs great prior to me setting any type of security password or
changing the 'startup' to view the switchboard when opening the db. I then
get an "Action Failed", "Halt" message and the email will not pop up. I
cannot figure out the problem. Any ideas?
