Action Settings Object action choice

I'm trying to have an effect where when I place my mouse over text it drops
down a menu which is just a object rectangle. I was thinking that if I used
the action settings it work work. But when I go there it doesn't give me the
choice to select oject action or run macro. Can anyone tell me what I'm doing
wrong?
