Activate New Mail Has Arrived dialog box? Outlook 2002

MS Outlook 2002

I want to configure Outlook to open the dialog box "New
Mail Has Arrived. Do you wish to read now?" When I am in
other programs. iow - all user action freezes until I
answer that question.
