Activating handwriting in Office 2003

I have the Toshiba Portege M200 tablet PC with Windows XP Professional Tablet
PC Edition and Office 2003 Professional. Both of them have SP2.

Handwriting works only through the input panel (and in OneNote and Windows
Journal). The Language bar shows only speech features and it doesn't have
handwriting options. There are no options for "Write Anywhere" and similar
features.

Several Microsoft documents state to go into "Add/Remove Programs", then
Office 2003, Add/Remove Features, Advanced Customization, Office Shared
Features, Alternative User Input.

In my setting, the "Alternative User Input" shows only "Speech". There is no
"Handwriting recognition".

Does anyone know how to enable handwriting recognition?

From a Microsoft web page:

1.Open Add or Remove Programs in Control Panel.
2.Click Change or Remove Programs, click Microsoft Office XP, and then click
Change.
3.Click Add or Remove Features, and then click Next.
4.Under Features to install, double-click Office Shared Features.
5.Double-click Alternative User Input, click the box next to Handwriting,
and then click Run from My Computer.
6.Click Update.

However, under "Alternative User Input" I have only Speech. There is no
option Handwriting.
