Activating text with drop down

I want to create a document that changes based on the item selected
from a dropdown list. For example, at the top of the page a dropdown
list will appear. When you select item B, a list of questions appears.
If you change the selection to item C, a different list of questions
appears.

Can I do this in Word? I have tried office help searches for dropdown
lists with no luck. Maybe I need to search on another word or phrase?
Maybe a different application would be better?

Any help would be appreciated.
