While using the speech recognition system that's a part of Office, I read
about how "English (US), Chinese, and Japanese" are included with the system;
however, when I attempt to change the speech engine from English to either
Chinese or Japanese, only the English engine is listed.

Where are these other engines for Chinese and Japanese and how to I
reach/activate/use them? I've been searching all over the help files to now
avail, however do I keep seeing the many files say the "only ENG/CHN/JPN are
supported"...

In Office XP/2002 and Office 2003, Microsoft included Speech Recognition as part of three Office product groups, the English
language edition, the Japanese edition and the Chinese Editions.

It's been awhile, but if I recall correctly, the Speech API (SAPI) recognizer included in the Office English edition is only the
English (US) language one, so you may not be able to use it in the other two languages supported without downloading additional
Speech files, and may need the language proofing tools set for that particular language.

You may want to use the link below to check with the folks in the MS Speech discussion group on this.
