Activation by phone

I live in the UK and have installed office onto me
laptop, now I need to activate the installation. I dont
have access to the internet on the laptop and have tried
to activate by phone with the number supplied by
microsoft, but it gives a discontinued tone when I'm so
far into the number. The number given is: 00800 22848283,
can anyone help!
