Activation Fee for two home computers

Can I run MS Office or MS Publisher on my two home office
computers by paying a fee to MS?

If one is a laptop and one is a desktop, you need to pay no fee.
However, if they are both desktops you need to go out and buy another copy
of each, install and activate them
