Activation of office failed after I put the product key why?

I put the product key, installation starts.
Then Restart requested by PC.
After restart,Actiivation wizard says:
your installation cannot be activated,only to limit for your product key
Why? &
How can I solve this problem?

What does your error message say exactly. Your "your installation cannot be
activated,only to limit for your product key " statement doesn't make sense.
