Active X Component Can't create object message pops up in Access?

When I try to Create a table, query or any thing in Access using the wizard,
I get a message that says, "Active X Component Can't Create Object". I also
get this message when I try to export ANY data from Access. Any ideas why I
am getting this message? It's a fresh install and I tried installing Jet 4.0
SP8 but when I try to install it, it says that I have the most current
version already.
