Where do I go to download and install this?

ActiveX is a type of software, rather than a specific download. Since
ActiveX controls have more access to your hard disk than Java applets,
some people have concerns about a web site using ActiveX controls to do
mischief in your computer.

The ability to use ActiveX controls is built into Internet Explorer (AKA
"IE"). That browser's willingness to download controls depends on the
browser's security settings including which security "zone"
("local","restricted","internet" or "trusted") you have set the web site
to. Look for "Internet Options" on IE's "Tools" menu and click the
"Security" tab. In addition to adding sites to the list for each zone,
you will be able to set each zone's permissions to automaticaly download
controls, prompt for the user's permission to download controls, or
refuse ActiveX controls for that zone entirely.

The actual ActiveX controls are typically downloaded by code included in
the web page by the web site developer.
