activesync 3.7.1 cannot detect Outlook 2003

I installed activesync 3.7.1 on 2 of my computers which
each have Outlook 2003 installed and used (Laptop and
desktop). I successfully synced my phone to laptop to
Outlook 2003, but on desktopPC, Activesync gave
error: "Outlook is not installed on this computer". Help!
