Activex licenses for MSCOMCTRL

Since installing AccessXP on my machine, which still has
Access97, when I attempt to add one of the above controls
(ver 5)to a form in Access97, (or AccessXP for that
matter) I get a message indicating I don't have the
license for this Activex control. Also when I attempt to
view custom properties for pre-existing instances of
these controls I get a very incomplete dialog including
only font and color selection choices. I have no problem
with ver 6 of these controls. Both comctl32.ocx and
mscomctl.ocx are present in the proper directories and
both seem to register. I have read references to design
time and runtime licenses but I don't think that applies
here; both 97 and XP are full retail versions and I don't
have any version of Developer extensions, though I wish I
did. (Any hints on where to find Access97 Developers
Toolkit?)

Of course I can rebuild all of these controls as ver 6
but I would really like to get into the existing
imagelists to see where the pictures are coming from.

Any advice would be greatly appreciated. Hugh
