Actual hrs change in Task Detail view

When i go to the Task Detail view in PWA 2007 I am finding the values in the
Actual Hours different from what was entered. For example, if 2hrs was
entered and approved by the project mnager, going back to the Task detail may
now show it as 2.03hrs. What I have I done wrong?

The normal behavior of project is to spread actual work across the duratin
of a fixed-duration task.
