Actual Start Time

I am trying to track a project using hour instead of days. Can I change or
add hours to actual start date?

Yes.
Simply type 7/7/07 7:17 for instance.
If moreover you want Porject to display all dates with time of day, go to
Tools, Options, View and set date format to 12/28/06 12:33
