Actual Work Changed During Import

I have imported projects from a network share that have actual work assigned
to them, i.e. 1.75, 6.5, etc. rounded up or down to the quarter hour. Upon
importing into Project Server that actual work has been changed to like 1.72
or 6.37. The only way I have been able to fix it is to open both schedules
in Project Pro and copy the original actuals into the Project Server schedule
and it goes back to the original actual work. How can I keep this from
happening?

We have checked work settings both on the network and calendar settings to
make sure they are the same with no luck. All tasks are fixed work.
