Actual Work not matching Actua Work Protected

Product Version: 2003

Problem:

Actual Work recorded over a period of time (per day/per week) on some tasks
for different resources has somehow changed to 0. When comparing Actual Work
to Actual Work Protected for the tasks, Actual Work is 0 and Actual Work
Protected shows the correct value.

Current Scenario:

Team Members have been submitting time via PWA (not using managed timesheets)
Project Manager has been accepting time via PWA, and saving in MS Project
2003.
Project Manager has NOT changed the task % Complete or the Actual Work in MS
Project.

Has anyone see this before?
