Actual Work Problem in Project 2003

I have a problem where all actual work reported is not
showing up in Project 2003 as described below. Has anyone
seen this problem and have a resolution?

Here are the steps we did to reproduce the problem:

1) Built a project plan with three tasks with 6 team
members assigned to each task.

2) Republished project with different Project Manager
using Proj Pro by selecting "become Project Mgr" option

3) Team Member goes to PWA and reports time as follows:
task1 - 16h sched work - reports actual 16h - leaves 0h
remaining work
task2 - 32h sched work - reports no actuals - schedules
45h remaining work
task3 - 48h sched work (all after current week) -
reports 8 hours incorrectly in current week - leaves
remaining work unchanged

4) All 6 Team Members updates selected rows
simultaneously -
