Actual Work Question

Is there any way that Actual Work Protected (AWP) can appear in Project Pro
for a specific task - but those hours not visible in Adjust Actuals (or
Resource Assignment View) in PWA for the same task?

I'm afraid not. If you have the Adjust Actuals permission, Project Server
exposes the Actual Work Projected data to you. Sorry.
