Actuals not showing up in View task changes submitted by resource page

For some resource actuals submitted by the resources do not show up in
the task grid on the "View task changes submitted by resource" page.
For a given project some resources will show all actuals submitted and
for some the actuals cell is blank. But when the I go ahead and
accept the changes with the missing actuals the actuals submitted do
show up on the project plan. The behavior seems random because not
all projects are affected and I can not reproduced this error in
development. This article
http://www.kbalertz.com/Feedback_834717.aspx shows a similar problem
that MS released a hotfix for. Unfortunately the hot fix requires a
client side install and server install. We have many desktops and I
don't want to patch every desktop if at all possible. Has anyone
experienced this problem?

Yes, I have seen the problem also

It appears that the cells on the update page do not populate correctly, though the data is still there

I have gotton the missing data to display by using the date navigation control (at the top of the approval area) to move back and then forward again. This changes the display from showing all dates that are being approved to just one period (one week for us)
