add-in for outlook not working

Not sure if my post was added. I am running project 2003 on my server. I am
trying to install the add-is for outlook (2000) using the likn in PWA. I
click download and it it doesn't work. I have already changed my IE security
settings to allow activeX installs. Is there something special that needs to
be done becuase I'm using Outlook 2000?
