Add invitees - no prompt to send update.

When adding or deleting invitees to a meeting there is no prompt to send to
added/deleted members only. This is a problem for only a few users. I am
unable to re-create so I can't troubleshoot either.

Exchange 2003 - SP1
User base is 6000
