"Add New" contact window not appearing Outlook 2007

When I go to the contacts area in 2007, I click "Add new" just like normal,
but the window where you fill in all the contact information is not
appearing. I have tried everything to find it with no luck. How can I get the
add new window to appear?

is it not appearing or appearing off the screen? Right click on the task bar
and choose cascade or tile windows.
