Add Text To Clip Art & Then Be Able To Rotate Text

I would like to add text to clip art & then be able to rotate the text but
how do you do that?

I'm wanting to use the plain, mustard colored, Italian map from MS Clip art,
its name is j0433656.wmf according to its properties.

Specifically I'm wanting to make food markers for an Italian party and for
example type "Tiramisu" (it's an Italian dessert) and rotate it down "the
boot" of the map.

I know I've accomplished this task many years ago; however, now I just can't
seem to figure it out this time.

To be free-rotated, text must be created using WordArt. Text in a text box
can be rotated 90 degrees clockwise or counterclockwise, but that's it.

I have done this in the past as well. It doesn't make sense for software
revisions to revert to less flexibility. It's quite frustrating.

You have not done it in Word. Word has never been able to rotate text in
text boxes other than 90 degrees left or right. Publisher can free-rotate
text boxes.
