add voting buttons to outlook

I need a simple explanation of how to add voting buttons to an email. Sadly
I am not a programmer and so do not understand anything but simple steps. Who
can help me please.

Create a new message
Press the Options... button on the Toolbar
Select the option to use Voting Buttons
