add voting buttons

Hello is there anyone who can give me easily understood instructions to add
voting buttons to emails? Help please non programmer. Thanks in
anticipation.

What version and mode of outlook? Internet mail only mode in Outlook 2000
handles it differently than Corp mode or Ol2002/2003.
