What does this AddIn do?

I am trying to use Excel as a front end tool for an Oracle budgeting
application. When we launch the application and open Excel, I receive the
following error message:

Excel reports the following erro in Distributed Start::subscript out of range.

When we click the box to de-activate this AddIn and restart Excel, the box
has been rechecked, therefore reactivating the AddIn.

I believe that this AddIn is the cause of my problem.
