adding a picture to a website posting

i am starting a new thread on a website forum & i want to add a
document(picture) to my posting, can somebody please explain how to do this?

Your question is too general. Each web site chooses the forum software they want to run. Each forum software has different means to allow you to insert a picture (if they let you at all). Most forums have some kind of a help system that will illustrate how to do what you want.
