Adding Client name & Service name to Timesheet view

One of our groups provides on-call support to a finite number of clients.
There are about 300 clients and about 30 different services the clients can
request.

In the PWA timesheet view, ideally speaking, we'd like to enable the
technician who receives the call for service to do following:

1. Add a task
2. In that task, select the client name from a drop down
3. Select the Service Name from another drop down
4. Report actual time spent on this

Is this doable?

The team member can do step #1, the PM must do steps #2 and #3, and the team
member cannot perform step #4 until the PM has approved the new task. To
assist the PM with steps #2 and #3, I would suggest that the team member add
a Note to the new task to document the client and the service. Hope this
helps.
