Adding comments to unprotected cell in a protected sheet

Is there a way to add comments to an unprotected cell in a protected
worksheet? The option to insert a comment is not available in the insert
menu even when the cursor is on the unprotected cell.

If you allow objects to be edited, you can add them.

But maybe that's too much to allow?

What else will this allow the user to edit on the protected sheet? I am not
sure what is included under "Objects".
