Adding delegate -- only one address list displays

When adding a delegate in Outlook 2003, only one address
list appears in the dropdown. This would be fine if all
users got the global address list, but some of our users
are seeing other lists, seemingly at random and unrelated
to their address book options.

How do we ensure all users get the global address list?
