Adding full page background and making it print on the entire page

I have a very simply newsletter style publisher file that is two pages
long. I also have a 8.5"x11" JPG that I want to apply as the
background for both pages. I have been able to set the JPG as the
background by adding it to the master page.

But now when I print (HP Deskjet 5650) the page always fails to print
(leaving an app. quarter inch border) even though on screen the JPG
background covers the entire page.

I've tried a variety of things in the Page Setup and the printer
settings but have been unable to figure out how to do this. I don't
think this is a limitation of my printer because I'm able to print the
JPG to a full page of standard paper (8.5" x 11") using Photoshop
6.0...

I'm using Publisher 2003...

Any help on what settings or examples of how to do this will be greatly
appreciated.

I assume this is a borderless printer. A solution would be convert your brochure to a
PDF or save as an image and use HP's software to print the brochure. For some reason
unknown to me HP has not programmed their drivers to print borderless in Office
products.
