I tried these directions, but it says to select file then
new then folder and on my system the world folder is not
available. It is there just not lit up so I cant select
it.

Do you have a web open? or just a page. The new Folder option is only
available if you have opened a web. (File->Open Web or File->Open Site
[FP2003])
