Adding new rows to a list when Protection is on

I create a List and one of the columns has a value. When I protect the worksheet, it does not allow me to insert new rows in the List even if the protection settings allow for inserting new rows. This does not happen if the list is initially empty. If the List is Empty and then I protect the worksheet I can successfully insert new rows to the List. Why is this happening?
